organisation gain an excellent opportunity to maintain a high profile, and network with, client groups including: Local government authorities Practitioners Policy makers in local, state and federal government Business and industry associations Academics, community organisations Local businesses Indigenous groups The policy, program and project issues critical to your organisation can be addressed, discussed, debated and progressed with a broad range of key players. It is possible for sponsors to address delegates and to have your presentation published as part of the congress proceedings. You and your organisation will be able to mix informally with delegates in an environment conducive to listening and learning, away from the competition of normal, everyday distractions. Your involvement, commitment and support for the congress will be openly demonstrated and widely acknowledged before, during and after the congress. Your organisation’s logo can be presented on the promotional brochure, program, congress banners and at any event you sponsor. Previous research has shown that conference delegates who travel interstate spend between 300-500 per day in the host region. Local delegates spend approximately 100 per day in the host region. The congress provides an opportunity for your local community to access the wide range of experts and ideas PPAMcon has to offer. The congress is promoted nationally through relevant publications, newsletters, congresss and electronic media. In previous years conferences conducted by Management Solutions (Qld) have received extensive national radio, television and print coverage. Static display space at the PPAMcon Expo is available as part of sponsorship arrangement. Copyright Management Solutions (Qld) Pty Ltd ©. All rights reserved. In 1994 Management Solutions in association with the Institute of Public Administration Australia (IPAA) Queensland Division held a national conference on Private Sector Involvement in Parks and Protected Area Management. Following this conference Management Solutions (Qld) with University of Southern Queensland Press published National Parks: Private Sector’s Role to address the key issues that have been raised. This book has become essential reading for students of resource management, ecotourism and public administration. It has sold out two editions in Australia, New Zealand and overseas and has been favourably reviewed in a variety of professional and academic journals. In 1996 Management Solutions (Qld) initiated the Best Practice Ecotourism National Conference held at Coolangatta-Tweed Heads with the support of Tweed Shire Council, NSW National Parks and Wildlife Service and Australian Paper. Management Solutions (Qld)’s initiative in establishing the 1997 annual, national Sustainable Economic Growth for Regional Australia (SEGRA) conference further highlights our interest in environment management issues. The sustained demand for the National Parks book, growing State and Commonwealth interest, and important overseas developments, clearly indicate the need for a conference to revisit, further explore and advance this issue. PPAMcon will form the basis of a companion book that will include developments in the ensuing decade and a vision for future conservation and land management. We have critical water shortage and the interaction between development and conservation is often conflict based. National resource managements is increasingly complex with competing issues. Through the efforts of key interest groups, environmental care and conservation management has had increased focus. It is now high on most government agendas. The private sector is increasingly responsive to environmental issues and its obligations. Better conservation actions and outcomes are needed. Government’s resources to manage all their environmental responsibilities, such as national parks, properly are stretched to their limit. Opportunities for wider community involvement, for greater private sector and business activities, innovative ways of resourcing our conservation efforts and allocating responsibilities, are yet to be fully examined. It is time environmental care and conservation management became more integrated into our economic system so that it is a key element in day-to-day business decisions. This means making greater use of market mechanisms to give signals and incentives for the private sector and the community to take the initiative in conservation activity. It has become increasingly evident that parks and protected area managers, and those who have a stakehold on protected areas have no specialised single forum in which to share their ideas, identify emerging issues and update their knowledge. Currently this vital sector is reliant upon the peripheral treatment of its issues by sectors with a marginal or indirect interest in protected area management. The PPAMcon national congress will provide this forum where representatives from government, the private sector, community groups and environmental organisations can really discuss, debate and analyse these issues. Tourists are an increasingly important source of revenue to support protected area management. Tourism also offers a vital economic base for many of Australia’s regional destinations. With the emergence of private nature conservancies tourism provides an opportunity for generating revenue and reaching donors. However partnerships with tourism also presents challenges. How does an agency with regulatory powers fulfil its role as a partner and an enforcer? How much decision making is shared? How do protected area managers balance protection and profit? Workshop 2 Partnering: Local, State and Commonwealth Dimensions Managing parks and protected areas sustainably often requires partnerships and co-operation across agencies and across differing levels of government. Local government is playing an ever increasingly important role. Multiple jurisdictions significantly complicates governance. Increasingly, whole-of government and national perspectives can aid management of parks and protected areas. World Heritage Areas; cross border land and water resources; high value conservation and recreation lands and waters; regionally significant parks and protected areas often require co-operative management. How can a partnership approach aid management of these special places? What models have worked best and what lessons can we learn from case studies? This workshop will outline best practice approaches to inter-governmental partnerships and engage in debate on desirable models for application in Australia. Key case studies will aid participants and stimulate interactive discussion. Workshop 3 Indigenous Communities: owners as partners Partnerships involving traditional owners is still a relatively new concept in Australia’s parks and protected areas. Some states/territories and indigenous communities are more experienced in this field. Partnerships are a tool to deliver economic benefits, certainty and recognition. Effective partnerships recognise a range of contributions, natural capital, human capital and financial capital. Recognising the value of each of these inputs is essential, as is understanding that the relative value of these inputs will vary over time. This workshop will explore the dimensions of a partnership involving traditional owners. Case studies will draw out discussion and interaction with the aim of outlining successful approaches and providing practical examples for future application. Workshop 4 Public and Private Protected Area Managers: partnering for collective outcomes Australia has a rapidly emerging suite of privately conserved lands – both under the ownership of not-for-profit conservancies and trusts, and private landholders committed to conservation. Given scarce land acquisition dollars and the need to achieve representative habitats what are the opportunities for co-operation and partnership? How can protected area neighbours partner to obtain mutual benefits? What are examples of best practice? This workshop seeks to explore the opportunities for public and private nature conservancies to partner – across the areas of acquisition, planning, research , monitoring, management and use. 3.00pm Afternoon Tea 3.30pm – 5:00pm Plenary Closing Session 3.30pm – 4:00pm Workshops Report back 4.10pm – 4.50pm Facilitated Plenary workshop to develop forward action agenda 5:00pm Close of PPAMcon 2006 To the Top Copyright Management Solutions (Qld) Pty Ltd ©.
